I am not just an attorney who has read the law. I have lived it from both sides of the courtroom for nearly four decades — in Bradley County, Polk County, the Ocoee region, and in federal courts across Tennessee.
As a state and then federal prosecutor, I was in the rooms where police walked us through their cases before a single charge was filed. I heard what they told us — and I know what they left out.

For nearly four decades, Joe Hoffer has stood in courtrooms across Bradley County, Polk County, the Ocoee region, and the Eastern District of Tennessee where the stakes could not be higher. Based at 70 North Ocoee Street in Cleveland, Tennessee, and practicing as Hoffer Defense — Of Counsel to RMR Legal PLLC — Joe brings a rare combination of prosecutorial insight and defense advocacy to every client he represents.
Joe began his legal career in civil and commercial litigation before answering a calling to public service. He served as an assistant prosecutor at the Cuyahoga County Prosecutor’s Office in Cleveland, Ohio, where he prosecuted general felonies, child abuse cases, and complex bulk narcotics cases. He then joined the United States Attorney’s Office for the District of Puerto Rico, prosecuting federal drug trafficking operations, weapons offenses, and immigration crimes at the highest level.
Returning to Tennessee, Joe served two separate tenures as Assistant District Attorney General for the Tenth Judicial District — accumulating decades of trial experience in Criminal Court, Sessions Court, and Juvenile Court serving Bradley County and Polk County. During his most recent tenure, he became one of the first prosecutors in Tennessee to develop and litigate a major cryptocurrency theft case, building the evidentiary frameworks now being studied by prosecutors and defense attorneys across the state.

Between his two prosecutorial tenures, Joe maintained a private criminal defense practice in Cleveland, Tennessee for over a decade, serving as a Federal Indigent Panel attorney from 2005 to 2015 — trusted by the Eastern District of Tennessee federal courts to handle the most serious federal criminal cases. Today he practices as Hoffer Defense, Of Counsel to RMR Legal PLLC, at 70 North Ocoee Street, Cleveland, Tennessee 37311.
Joe is fully fluent in Spanish, allowing him to serve the Spanish-speaking community throughout Bradley County, Polk County, and the Ocoee region without the need for an interpreter.
